Affected citizens are experiencing widespread motivation and willpower outages, many of them unable to get out of bed or leave their homes. Some commuters have tried to brave the storm, but many have become trapped and isolated, and are unable to go forward, causing blockages city wide. Rescue workers are currently overwhelmed by memories of people they failed to save and mistakes they have made, and have indicated that it would be better for everyone if they just stayed in and didn't get involved. City hall has advised everyone to "stay at home, avoid going out, or do whatever you want; it doesn't matter anyways, nothing ever matters."
